The results of the meeting of the "coalition of the willing" in Paris turned out to be modest, there was no progress regarding sending a contingent to Ukraine. This was announced on September 12 by the official representative of the Russian Foreign Ministry, Maria Zakharova, during a briefing with journalists.

"The day before, the media announced [the "coalition of the willing"] almost as a "coalition of the resolute" <...> Despite all the hype, the results of this gathering turned out to be modest, to put it mildly," Zakharova said.

The official representative of the Ministry of Foreign Affairs noted that in reality, no one except London, Paris and the Baltic states is eager to send troops to Ukraine, because they understand what will be done to them.

On August 31, European Commission President Ursula von der Leyen said that European states were developing a plan for a possible military presence in Ukraine. On September 4, The Wall Street Journal learned about the US participation in the creation of a plan for the so-called "coalition of the willing."

On September 5, Russian President Vladimir Putin, speaking at the plenary session of the Eastern Economic Forum – 2025, warned that potentially troops stationed on the territory of Ukraine could become a legitimate target of the Russian Armed Forces, and also added that he believes that if a peace agreement is concluded, there will be no need for this.
