The Ministry of Agriculture and the Ministry of Industry and Trade will support the development of the brewing industry. In particular, we are talking about the allocation of subsidies for the expansion of new hop areas, preferential loans to farmers, as well as an increase in the share of domestic beverages on the shelves, Izvestia learned. The State Duma believes that the support of brewers is necessary, but only producers of high-quality products should receive it. The prospects for support will be discussed at the first meeting of the Council for the development of the brewing industry, which will be held on September 13 as part of the Baltika Fest festival in the Leningrad region. The large-scale gastronomic project promises to be a major event: master classes, shows, live performances and interactive entertainment await the guests.

What measures are the authorities preparing to support businesses?

The Ministry of Agriculture and the Ministry of Industry and Trade intend to provide measures to support the brewing industry, the ministries told Izvestia. The government believes that domestic producers should not depend on imported raw materials, which also affects the cost of products.

— The successful development of the domestic brewing industry depends on the key components — hops and malt. Their production has been growing in recent years. However, if the brewers' malt needs are fully met, then about 7% of the required volume has been closed for hops, the press service of the Ministry of Agriculture reported.

They stressed that the ministry is currently actively working on the development of domestic hop production in order to reduce dependence on imports.

— This is also facilitated by government support measures. The key one is a subsidy for planting and caring for perennial hop plantations. In addition, preferential loans and preferential leasing are available to hop growers, as well as support for land reclamation activities, the ministry explained.

They also recalled that in recent years, hop production in Russia has shown positive dynamics. By the end of 2024, the volume amounted to 328.8 tons, and in 2025, the gross harvest may exceed 400 tons.

The Ministry of Industry and Trade also intends to pay attention to the development of domestic beer production. The drink may be the next after the wine, whose share will be increased on the shelf. Roman Chekushov, Deputy Head of the Ministry of Industry and Trade, told Izvestia about this in an interview at the WEF-2025.

— I would suggest that we work on our beer drinks first. Why? Because beer also presupposes a vertically integrated industry: from the field to the shelf. Therefore, together with the industry, together with the Ministry of Agriculture, we will look at this area first of all," he said.

The State Duma welcomes the government's support measures for the industry, while emphasizing that they should only apply to bona fide companies.

— In Russia, programs to support malt and hop producers were launched about 10 years ago, but so far, unfortunately, they are not very effective. If they are finalized and the support becomes more tangible, then, of course, this will help the industry," Sergey Lisovsky, deputy chairman of the Committee for the Protection of Competition, explained to Izvestia.

According to him, it is necessary to support those producers who use natural technologies to produce a drink, and not like foreign brands that left Russia, which prepared beer using accelerated methods with a lower malt content.

Issues related to the development of the brewing industry

According to the press service of Rosalokoltabakcontrol, brewers in January–August of this year produced 623.4 million decaliters (dal) of beer and beer drinks, which is 1% more than in the same period of 2024.

— The main share fell on beer with a strength of up to 8.6 degrees — 540.9 million dal, which is 0.3% more than a year ago. 51.3 thousand barrels of stronger beer were brewed (5.1% less). 82.4 million dal of beer drinks were produced, which is 5.8% more than last year, the service said.

At the same time, brewers produced 789 million barrels of beer in 2024, which is 10.3% more than in 2023.

Experts will discuss the development of brewing at the first industry council, which will be held as part of the Baltika Fest food festival, organized in honor of the 35th anniversary of the company. The event will be attended by Chairman of the Board, founder of Baltika Taimuraz Bolloev, CEO of Efes Brewing Company (AB InBev Efes JSC) Nikolay Tyurnikov, Dmitry Kiselyov, Chairman of the Board of the Association of Winegrowers and Winemakers of Russia.

The Baltika Fest itself promises to be a major industry event. It will be held on September 13 at the motorhome "Igor Drive". The large—scale gastronomic festival is the start of the upcoming collaboration and a celebration for all lovers of Russian cuisine.

For the most delicious, a separate tent building with an area of more than 1.3 thousand square meters is being erected at the autodrome. Guests will be offered a unique menu created by three famous chefs, with dishes representing five regions of Russia.

In addition to the gastronomic stations, visitors will enjoy master classes, food shows, as well as live performances and interactive entertainment. The organizers promise many more surprises, for example, visitors will see a whole musical-a journey through the regions of the country, admire the northern lights, touch the Russian field, go on a cruise along the Volga.

The event will be headlined by the legend of Russian rock "Chaif", the cult band of the 1990s and 2000s "Disco Accident" and singer Marie Crymbreri.
