Putin instructed ASI to help improve the efficiency of public services for business
It is necessary to improve the effectiveness of law enforcement for business: the state needs a "real return" from entrepreneurs on this issue. Vladimir Putin said this on September 11 at a meeting with Svetlana Chupsheva, Director General of the Agency for Strategic Initiatives (ASI). The head of the agency confirmed such difficulties. The head of the ASI told the President about the state of the investment climate and business support in the Russian Federation. Compared to other countries, according to general estimates, Russia could take the fourth place in the rating of the investment climate in the world. We discussed in more detail the results of the National Investment Rating of Subjects, which evaluates the efforts of local authorities to create favorable business conditions. Moscow, Tatarstan, and the Nizhny Novgorod Region are among the leaders. At the same time, by improving conditions for entrepreneurs and attracting investment to the regions, lagging regions are catching up with the leaders. "Everyone is growing," the president remarked.
Other topics include improving people's quality of life. According to the head of the ASI, Russians are noting serious positive changes in this area. The agency also agreed with the Moscow government to create a center for best regional practices, where teams from the regions will come and exchange experiences on the investment climate and quality of life for several days in an intensive format.

However, problems with law enforcement remain: despite the sufficient level of the regulatory framework in Russia, businesses "face administrative barriers" on a number of issues. As an example, the head of the ASI cited tax administration: in the Russian Federation, a taxpayer spends 160 hours on reporting during the year, which is higher than the average. The agency is currently working with the Federal Tax Service to reduce the time for tax reporting to 90 hours.
"This is very important, I would ask you to continue this work, because it is one thing to adopt norms, unfortunately, we are faced with this in many areas, but another thing is their real implementation. We need a real return on how they work," concluded Vladimir Putin.
