Konstantin Chuichenko was born in 1965 in Lipetsk. His father was an employee of the USSR Ministry of Public Order Protection. In 1978, he was appointed prosecutor in the city of Vsevolozhsk and moved with his family to the Leningrad region. Subsequently, he served in the North-Western Transport Prosecutor's Office.

After graduating from high school, Chuichenko entered the Faculty of Law of Leningrad State University (Leningrad State University, now Saint Petersburg State University). His classmate was Dmitry Medvedev, the future Prime Minister, president and Deputy Chairman of the Security Council of the Russian Federation.

After graduating in 1987, Chuichenko worked as an investigator in the prosecutor's office of the Kalininsky district of Leningrad. In 1989, he was drafted into the army. The future minister served as an officer in the State Security Committee (KGB). In 1992, he also received a diploma from the Andropov Red Banner Institute of the KGB of the USSR (sovr. Academy of Foreign Intelligence). Upon graduation, Chuychenko completed an internship in Germany, but soon after that he left military service and went into business.

In 1992, Chuichenko became the executive director of the Interuraudit de Faria & T joint Stock company, which, among other things, dealt with German investments in Russia. In 1994-2001, he practiced law and worked as a lawyer at the first legal consultation of the Moscow branch of the International Bar Association "Saint Petersburg".

In 2001, Chuichenko became the head of Gazprom's legal department and joined the company's board of directors in June of the following year, which was chaired by Medvedev at the time.

In subsequent years, Chuychenko held other important positions at Gazprom. From 2003 to 2008, he was chairman of the company's arbitration court, specializing in the settlement of disputes between participants in international transactions. From 2003 to 2004, he was Chairman of the Board of Directors of Gazprom-Media.

In parallel, in 2004-2008 Chuychenko served as Executive Director of RosUkrEnergo AG, which acted as an intermediary in the sale of Russian gas to Ukraine and Europe.

In 2008, after Medvedev's victory in the Russian presidential election, Chuichenko joined the administration of the new head of state. He became an assistant to the President and head of the control department, which monitors the implementation of laws and decrees of the head of state by federal and regional authorities. He retained this position after the change of government in 2012, when Vladimir Putin came to power in Russia.

In 2018-2020, Chuichenko became Deputy Prime Minister and Chief of Staff of the Government of the Russian Federation. In this position, he was responsible for planning the work of the Cabinet of Ministers, monitored the effectiveness of the work of federal executive authorities, supervised the work of intergovernmental commissions and other important issues.

In 2020, Chuichenko was appointed Minister of Justice in the government of Mikhail Mishustin. In 2024, after the next presidential election in Russia, he retained this position.

Over the years of Chuychenko's work as head of the Ministry of Justice, a number of important bills have been passed. In particular, legislation on foreign agents has been tightened and several international social movements have been recognized as extremist.
