The authorities have indicated the frequency of fines from cameras for driving without CTP

Driving with an absent CTP policy is planned to be recognized as a single violation, recognized as lasting. This will remove the risk of multiple fines for video monitoring of the presence of a mandatory "citizen car". The relevant amendments to Article 12.37 of the Administrative Code were prepared by Anatoly Aksakov, head of the State Duma Committee on the Financial Market, and the government supported them, Interfax reported on September 9.

After approval by the government commission on legislative activity, the review will be sent to the State Duma. According to the amendments, if the car owner drove the car without a valid CTP policy, and the cameras recorded this violation two or more times during the day from the moment of the first fixation, the driver will not be prosecuted for the second and subsequent cases during the day.

In other words, a fine for a car owner for driving without CTP after being recorded by cameras can come once a day. However, if the violation is not eliminated, the driver may receive a fine again the next day, and so on until he issues a policy.

The government supported the draft, subject to revision, and it is proposed to set a delay period for the entry into force of the law. The draft review notes that this is necessary to complete the modernization of the Web software, develop a mechanism for bringing to administrative responsibility and resolve organizational issues related to the availability of insurance services.

The proposal to introduce automatic verification of the availability of CTP policies for car owners using photo and video cameras was publicly discussed at a meeting of the State Council in the spring. Following the meeting, Russian President Vladimir Putin instructed to improve the administration of such violations by ensuring the use of photo and video recording tools for these purposes. The deadline for execution of the order is November 1, 2025.

On August 18, the Russian Interior Ministry announced that currently traffic cameras are not used to automatically check CTP policies. The agency did not specify when exactly the inspection of the avtograzhdanka from the cameras would be launched.
