As of August 1, 2025, more than 2.1 million professional income tax payers were registered in Moscow. This represents more than 15% of the total number of self-employed in Russia, Maria Bagreeva, Deputy Mayor of the capital and head of the Department of Economic Policy and Development of the city, told Izvestia on September 9.
According to her, the growth in the number of self-employed in the capital indicates the dynamic development of the urban economy and increased entrepreneurial activity.
"More and more Muscovites, deciding to start their own business, choose the self-employment format and offer services in a variety of fields: from tutoring and consulting to design and marketing. This opens up new opportunities for their self—realization and professional growth, as well as contributes to the creation of new jobs and increasing the competitiveness of the city's economy as a whole," Bagreeva said.
She said that the total income of the self-employed during the period of the professional income tax in Moscow, since the introduction of this tax regime on January 1, 2019, amounted to almost 1.9 trillion rubles. The professional income tax is popular among the self-employed due to its simplicity and convenience: the registration process takes a minimum of time, and the automated system allows you to track income without filing reports and using cash registers.
Among the most popular areas of activity for the self-employed in Moscow, Bagrova named passenger and freight transportation, delivery of goods, rental housing, advertising and marketing, as well as construction. As of July 2025, in the first seven months of this year, Moscow professional income tax payers issued more than 188 million checks, which is 2.5 times more than in the same period last year. The average check size at the end of July was 2,850 rubles.
It is also worth noting that in January — July 2025, the self-employed transferred 11.8 billion rubles to the city budget, which is 48% more than in the same period of 2024. Since the introduction of the tax regime, the capital's budget has received over 51 billion rubles.
On August 5, a study by Solar Staff and the Vinci Agency communications group, reviewed by Izvestia, reported that in the first half of 2025, the average monthly income of freelance professionals in advertising and marketing increased by 20.5% compared to the same period in 2024. The largest increase in income was recorded for web developers - 69%, up to 195,489 rubles. The incomes of analysts also increased (+62%, 171,967 rubles), designers (+46%, 108,127 rubles), event managers (+44%, 138,016 rubles), advertising managers (+40%, 90,902 rubles).
