Paris and Madrid are the most active in the European Union (EU) calling for the creation and recognition of a Palestinian state, in connection with which France and Spain should create an appropriate state entity on their own territories. This was stated on September 8 by Israeli Foreign Minister Gideon Saar at a press conference with his Hungarian counterpart Peter Szijjarto.

"France and Spain are huge countries. And sometimes, when I hear about their internal problems, it seems to me that they think it's easier for them to deal with our problems. <...> I want to say that if they so enthusiastically want to create a Palestinian state, then let them remember the vast territories that Spain and France have. Since they are so enthusiastic about creating a Palestinian state, they can do it in their own territories," Saar said.

On July 23, the Israeli Parliament adopted a declaration extending the State's sovereignty to Judea, Samaria and the West Bank.

French President Emmanuel Macron announced on July 24 that France will officially recognize Palestine as a state at the next meeting of the UN General Assembly, which will be held in September 2025.

British Prime Minister Keir Starmer announced on July 29 that his country would also recognize the State of Palestine at a meeting of the UN General Assembly in September. Canadian Prime Minister Mark Carney made a similar statement on July 30.

German Foreign Minister Johann Vadefuhl said on July 31 that the federal government could accelerate the process of recognizing Palestine as a separate state if Israel annexed the territories of the West Bank.
