How will the minimum wage rise

In Russia, starting from January 1, 2026, the minimum wage will be indexed by approximately 20%. Yaroslav Nilov, chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, told TASS about this. In 2025, the minimum wage is 22,440 rubles before personal income tax. If the figure increases by 20%, the minimum wage will be about 27 thousand rubles.

"Based on the discussions and the task set by the president to increase the minimum wage, I assume that the minimum wage will be indexed by about 20%. This is higher than the inflation forecast, and I am sure that it will be higher than the actual inflation rate," Yaroslav Nilov said.

The MP believes that an increase in the indicator will affect the salaries of 4-5 million people.

A bill on the indexation of the minimum wage will be submitted by the government to the State Duma in the autumn along with the draft federal budget.

The minimum wage is an amount that an employer cannot pay less than if an employee has worked a month in full and fulfilled the monthly work rate. The minimum wage depends on the minimum amount of vacation pay, sick leave, including maternity leave, child care benefits for up to 1.5 years, and parts of social benefits.

The minimum wage is set by law once a year and is calculated based on the median salary. According to the Federal Law "On the Minimum Wage", the ratio of the minimum wage and the median salary depends on the socio-economic development of the country and is reviewed at least once every five years.

The minimum wage cannot be lower than the subsistence minimum. The region has the right to set a minimum wage (minimum wage), whose amount should also not be lower than the minimum wage. For example, the minimum wage in Moscow for 2025 is about 33 thousand rubles, in the Moscow region — 23 thousand rubles, in St. Petersburg — 28.75 thousand rubles, in the Leningrad region — 23.8 thousand rubles.

Offers for minimum payment per hour

Although the minimum wage is the minimum wage per month, an employee's salary may be lower than the minimum wage if the employee does not work full—time, works part-time or was on vacation.

The MP believes that it is necessary to establish a minimum wage per hour for employees who receive hourly wages.

"I also consider it necessary, and such a bill has already been submitted, to establish a minimum wage per hour for those who receive hourly wages, so that they also have a guaranteed income," Yaroslav Nilov said.

In the spring of 2025, deputies of the LDPR faction submitted to the State Duma a bill that should establish a minimum hourly wage for those who work part-time. The parliamentarians proposed to introduce a minimum of 300 rubles per hour and index the indicator annually.

"It is necessary to legislate a lower wage for those citizens who work in part-time employment. Today, based on the minimum wage, an hour costs about 120 rubles, which is also an extremely low figure," Yaroslav Nilov noted at the time.

At the moment, the draft law is under preliminary consideration. The initiative has not yet been discussed in the first reading.

What will be the minimum wage by 2030

In 2024, Russian President Vladimir Putin ordered a two-fold increase in the minimum wage by 2030. At the same time, the minimum wage should double at least in comparison with the amount set for 2023. This is stated in the presidential decree on the national development goals of the country.

So, in 2023, the minimum wage was 16,242 rubles per month, in 2025 it reached 22,440 rubles, and in 2026, if the changes are adopted, it will amount to about 27 thousand rubles. By 2030, the minimum wage should reach 35 thousand rubles per month or more.
