Pension contribution: to whom and by how much will pensions be increased in 2026

Indexation of pensions for non-working pensioners
Starting in 2026, the state will index insurance pensions twice a year. This was announced by Russian Prime Minister Mikhail Mishustin at a strategic session on reducing poverty and increasing real incomes of citizens. The measure will compensate for the price increase and preserve purchasing power. If in previous years insurance pensions for non-working pensioners were raised from January 1, then from next year the terms and the scheme itself will change.
The indexing process will be like this:
— February 1: increase based on actual inflation for 2025.
— April 1: additional indexation taking into account the growth of income of the Social Fund of Russia (SFR).
So far, Rosstat has reported on the annual inflation rate for the first six months of 2025, it amounted to 8.79%. Inflation for 2025 will be announced at the end of the year. According to forecasts, its level will be 9%.
At the same time, if the annual growth index of the average monthly salary in the country turns out to be higher than the consumer price growth index for the same year, then from April next year there will be an additional increase in the amount of the insurance pension, the Garant legal reference system says. The pension will be increased by the difference between these values. However, the re-indexing should not exceed the income growth index of the SFR.
With a 9% increase, the fixed payment will rise to 9,709 rubles per month, said Alexei Govyrin, a member of the State Duma Committee on Small and Medium-sized Enterprises. According to his estimates, the cost of the pension coefficient will be 158.80 rubles. In addition, district coefficients and statutory allowances will be added to these amounts, for example, for reaching the age of 80, "northern" and "rural" seniority, as well as additional payments to the subsistence level.
The Government will determine the exact amount of payments later and issue a resolution.
Indexation of pensions for working pensioners
Working pensioners have been deprived of indexation for a long time. From 2016 to 2024, their pensions were not increased. The annual indexation has been resumed since 2025.
"Since January 1, 2025, the indexation of insurance pensions for working pensioners has been resumed: when indexing, they immediately take into account all the increases missed during the work period, which were previously "frozen"," Alexey Govyrin explained to TASS.
In 2026, indexing will be two-stage:
— February 1: pension will be increased taking into account official inflation for 2025.
— April 1: indexation depending on how the income of the Social Fund has increased.
The coefficients for 2026 are still unknown. For example, in 2025 it amounted to 9.5%, in 2024 — 7.5%, in 2023 — 4.8%.
It should also be borne in mind that some categories are subject to allowances, for example, for dependents, "northern" and "rural" seniority.
According to the SFR, there are 7.6 million working pensioners in Russia.
Indexation of pensions for the disabled
People with disabilities can receive either a social or insurance pension, or both pensions at once.
According to Alexey Govyrin's calculations, the amount of social pension for the disabled will be:
— Group I children with disabilities and children with disabilities: 23,083 rubles.
— Group I disabled, group II disabled since childhood: 19,236 rubles.
— Disabled persons of group III: 8,175 rubles.
The calculations are based on the current amounts after the April 2025 recalculation with an increase of 9%.
However, the exact amounts of pensions for people with disabilities have not yet been approved.
Starting from 2025, insurance pensions will also be indexed for working people with disabilities.
According to Ombudsman Tatiana Moskalkova, 11 million people with disabilities live in Russia, which is 7.5% of the country's population.
Indexation of survivor's pensions
Survivor's pensions are intended for disabled citizens who were, as a rule, dependent on the deceased. This pension can be insurance, social or state pension provision. Each type has its own payout.
According to Govyrin, the social pension for the loss of a breadwinner in the event of the loss of one of the parents in 2026 may amount to 9,618 rubles.
