Heavy rains are expected in autumn in Moscow, the Moscow region, St. Petersburg, the Crimea, Krasnodar and Stavropol territories and a number of other regions, therefore flooding is possible in these territories, meteorologists told Izvestia. The probability of such a development will become higher in the second half of September. Where will it rain in the fall
Precipitation above normal in September is expected in the Irkutsk region, Tuva, Buryatia, the Trans-Baikal Territory, in the south of the Amur Region and in the north of Yakutia, according to the probabilistic forecast of the Hydrometeorological Center. It clarifies that more precipitation is expected in the regions of the Central, Southern and Volga Federal Districts than in September 2024.
—Heavy rains are possible, for example, in Moscow, the Moscow region, Crimea, Krasnodar or Stavropol territories," Roman Vilfand, scientific director of the Hydrometeorological Center of Russia, told Izvestia.
The most volatile weather in September is expected in the Far East, he added.
"Heavy precipitation and frequent temperature fluctuations are forecast in Primorsky Krai, Sakhalin and the southern part of Khabarovsk Krai," the expert noted.
In St. Petersburg, September precipitation will be within the long-term norm, but the first month of autumn will be noticeably wetter than in 2024, meteorologists predict.
The beginning of September will be warm throughout the country, a positive anomaly is predicted, Roman Vilfand said. Only in Chukotka the temperature will be around normal, not higher, he added.
At the same time, according to the expert, short-term rains and thunderstorms are possible in Central Russia and Moscow in early September.
The projected increase in the number of heavy rains and hurricanes is associated with a change in weather conditions — warming. That is, a cold atmospheric front collides with hot weather, which can lead to cataclysms, explained Tatiana Pozdnyakova, chief specialist of the Meteonosti news agency.
The weather will start to deteriorate in Central Russia and the north-west of the country in the second half of September and the following months of autumn. For example, heavy rains are expected in St. Petersburg in October and November. Precipitation is expected to increase in the Sverdlovsk region in the second half of October.
Where the weather has already turned bad
Flooding due to heavy rainfall began in August. For example, in the Nevelsky district of the Sakhalin Region, on August 27, a municipal emergency regime was declared. The Kazachka River overflowed its banks and flooded about 70 private residential buildings.
In the village of Kolkhoznoye in the same area, a road bridge was damaged due to precipitation and rising river levels, and communication with 24 private houses was cut off, the press service of the Ministry of Emergency Situations of the Sakhalin Region reported.
According to the Ministry of Emergency Situations in the region, there are no dead or injured.
One of the local residents, Vera, told Izvestia that the houses began to flood on the night of August 26-27. According to her, the water rose up the windows.
— You can only swim on the street. The electricity was turned off," she stressed, referring to the words of the neighbors who remained in the village. — My plants died. My husband is worried that he will have to change the floors and other furniture in the house again. The village has been flooded for several years.
She added that due to heavy rainfall, landfills located near the Sea of Japan are being washed away - garbage ends up in neighboring rivers and the sea.
On August 27, the Governor of the Sakhalin Region, Valery Limarenko, held a meeting of the operational headquarters, instructing to conduct an internal investigation.
"We need to understand whether the local authorities have done everything to avoid water spills," he stressed. — Tonight I want to take a report on the work done and agree on a plan of priority measures to eliminate the consequences of the disaster in the area and targeted assistance to people.
He also instructed to provide people with food and basic necessities, as well as to fix the damage and prepare solutions to help the victims.

In August, due to heavy rainfall, flooding occurred in the Krasnoyarsk and Krasnodar territories, and in Dagestan.
For example, on August 13, 2025, employees of the Ministry of Emergency Situations in the Krasnoyarsk Territory evacuated residents of Zheleznogorsk, as well as Berezovsky and Yemelyanovsky districts from flooded houses. According to the ministry, the water level rose in the Berezovka, Yesaulovka, Kantat, Kacha and Tartat rivers after the rains.
Dagestan was hit by a powerful cyclone on August 10, which flooded dozens of streets in Makhachkala. Cars stalled, traffic was paralyzed. The next day, the water subsided. At the same time, people were warned about floods the day before — the Dagestan Center for Hydrometeorology and Environmental Monitoring urged motorists to move carefully, park cars away from billboards, trees and power lines.
