The Central Bank has proposed to change the procedure for calculating CTP
The Bank of Russia has proposed to change the procedure for determining the territorial coefficient (CT) in CTP. It is planned to double it for special regions where there has been a high risk of unfair actions in CTP for a long time. The draft instruction of the Central Bank of the Russian Federation was published on the regulator's website on August 26.
If a year ago there were four Russian regions in the "red" zone for CTP, now there are two left: the Republic of Ingushetia (since 2019) and the Novosibirsk Region (since 2021). It is proposed to set an increased CT value for the eight territories located in these regions. Over the past year, the Republic of Dagestan and the Chechen Republic have dropped out of the "red" zone.
The document also proposes, for the first time since 2022, to expand the tariff corridor in both directions for ordinary motorists (by 15%) and by 40% in both directions for motorcyclists. The Central Bank noted that the average CTP payment has increased significantly: its value in the first half of 2025 was 56% higher than in the same period of 2022, and 17% more than in the first half of 2024.
"A revision of the boundaries is necessary to maintain fair pricing in the face of rising spare parts costs and the amount of CTP payments. <...> After expanding the tariff corridor, insurers will still be able to offer policies at low prices to experienced and careful drivers due to more correct pricing for drivers with high losses," the Bank of Russia explained.
On August 18, the press service of the Ministry of Internal Affairs of Russia reported that currently traffic cameras are not used to automatically check CTP policies. The agency did not specify exactly when the inspection of the avtogradanka from the cameras would be launched.
