The single voting day in 2025 will be held on September 14. Elections of senior officials in a number of subjects of the Russian Federation are scheduled for this date. According to forecasts, the heads of Chuvashia, Perm Krai, Arkhangelsk, Bryansk, Kaluga, Kostroma regions should be expected to be re-elected. On August 26, Izvestia was informed about this by the Foundation for the Development of Civil Society.

Strong competition is expected in the Irkutsk region. Managers of the Komi, Sverdlovsk and Tambov regions may face difficulties due to the specific "legacy" of their predecessors. In the Kamchatka region, the consequences of recent natural disasters are a serious problem. Changes in leadership are also possible in the Bryansk, Kursk, Rostov regions and Sevastopol, however, this is associated with risks due to the location of the regions near the special operation zone. At the same time, voters have become more conservative, considering changes against the background of an already relatively unstable situation to be excessive.

"Since 2022, the specifics of the Russian elections have been determined by the "new normality", which is a consequence, on the one hand, of citizens' adaptation to the reality created by their own, and, on the other, of the successful work of the authorities to maintain stability and acceptable levels of social indicators, according to the majority of the population (non—use of "shock scenarios", extensive versatile support participants of the SVR and their family members, the preservation of public investment in large infrastructure projects, the implementation of social programs and projects)," the fund said.

The "New Normality" largely ensures the consolidation of society around its goals and objectives. However, the effect of the "delayed choice" may manifest itself as early as the 2026 Duma elections.

Earlier, on July 23, Russian President Vladimir Putin issued a decree allowing Belarusian citizens permanently residing in Russia to participate in local government elections. According to the text of the document, they can choose themselves or be elected to Russian local governments. Russians permanently residing in Belarus have the same right.
