At the beginning of autumn, important innovations for motorists come into force in Russia. In particular, the amount of state duties related to registration of vehicles and obtaining rights is increasing, and a new list of medical contraindications for driving a car or motorcycle is being introduced. In addition, the time allotted to narcologists to check motorists for sobriety is increasing, and new rules for car maintenance and repair are beginning to apply. What diagnoses won't let you drive

On September 1, Decree of the Government of the Russian Federation No. 892 comes into force, which establishes an updated list of medical indications, contraindications and restrictions for driving vehicles. In addition to mental illnesses, "general disorders of psychological development" have been added to it. In particular, starting in the fall, in addition to citizens with diagnoses of schizophrenia and alcoholism, people with autism, Rett syndrome, Asperger's syndrome and a number of diseases related to impaired interaction with the outside world will not be able to drive.

In addition, the earlier diagnosis of "achromatopsia" (a feature of visual function characterized by a reduced or complete inability to distinguish some or all colors) has now been replaced by a more general concept — "color vision abnormalities". These anomalies will be detected at the medical examination: not all of them will become an obstacle to driving a vehicle.

If a person, for example, does not distinguish between shades of blue or gray, he will be able to drive a car, but if we are talking about a distorted perception of green and red, then the verdict of doctors will be envy of how serious these deviations are.

More time for analysis

Also, on September 1, the order of the Ministry of Health of the Russian Federation No. 262 comes into force on 04/29/2025, which establishes the procedure for conducting a medical examination for intoxication. The main change concerns the increase in the time allotted to narcologists to analyze the alcohol content in the exhaled air. If now the maximum interval between the first and second breathalyzer checks in a drug dispensary is 20 minutes, then from September 1 it increases to 25 minutes.

If both exhaled air tests show negative results, but the person has at least three clinical signs of intoxication, urine or blood samples will be taken for examination. In this case, a blood test is performed if a urine sample is "not possible due to the presence of a somatic pathology in the person being examined," and also if, within half an hour after being referred for the appropriate analysis, he declares that it is impossible to take a urine sample.

Pay more: state car duties from September 1

On the first day of autumn 2025, amendments to the Tax Code will come into force, setting new state duty rates, a significant part of which concerns motorists. Thus, the mandatory fee for obtaining a vehicle passport is increased from 800 to 1.2 thousand rubles. Making changes to a previously issued passport will cost 525 instead of 350 rubles. The fee for issuing a vehicle registration certificate (CTC) is increased from 500 to 1.5 thousand rubles in the paper version and from 1.5 thousand to 4.5 thousand rubles on a plastic carrier.

The cost of issuing a driver's license will double to 6 thousand rubles. The fee for issuing state registration plates is raised from 2 thousand to 3 thousand rubles. The fees for issuing SBCTS will increase threefold (from 1.5 thousand to 4.5 thousand rubles) and for issuing permits for making changes to the design of a vehicle in service (from 1 thousand to 3 thousand rubles).

New state duties are also being introduced: 500 rubles will have to be paid for entering information into the unified automated Inspection Information system (UAISTO) when issuing a diagnostic card. An extract from the state register of vehicles will cost 50 rubles.

Renovation in a new way

The updated rules for the provision of car maintenance and repair services will come into force on September 1. They specify the possibility of concluding a contract through an Internet site or an application. From the requirements to the contract between the client and the car service, the need to specify the price of the car in it, "determined by agreement of the parties," has disappeared. Also, the new rules eliminated the obligation of the car service to have and present a Book of complaints and suggestions at the request of the customer.

According to the previous version of these rules, in case of loss or damage to a car or spare parts, the technical center had to provide the customer with a car or spare parts of similar quality within three days or refund their cost twice.

According to the new document, the damage caused to the consumer's life, health and property as a result of deficiencies in the services provided is subject to full compensation in accordance with the procedure established by the legislation of the Russian Federation. At the same time, it is stipulated that the losses caused to the consumer are subject to compensation in full in excess of the penalty (penalties) established by the law "On Consumer Rights Protection" or the contract.

Car oils will be marked

Since autumn, mandatory labeling of lubricants and special automotive fluids has been introduced in the Honest Sign system. Sellers, manufacturers and importers of these goods are required to register in the state information system and sell these types of technical liquids only with the appropriate labeling. It is necessary to label the warehouse residues of lubricants and automotive fluids produced or imported before September 1, 2025, by October 31. The turnover and withdrawal of unmarked lubricants is allowed until the end of autumn.

Accepted, but will take effect later

At the end of July, the State Duma adopted amendments to the federal law "On Road Safety" and Article 10 of the federal Law "On Personal Data", which provide for changes in the rules for medical examination of drivers and issuing them certificates of medical examination.

According to these changes, if during a medical examination, medical examination or medical care, a driver is found to have a disease that prohibits driving, or a disease that imposes restrictions on driving, doctors will be required to notify him of this, as well as enter relevant information into a single database that employees will access. A number of media outlets have reported that these changes will take effect as early as September 1. However, on August 21, the Ministry of Health of the Russian Federation clarified in the official Telegram channel that the adopted amendments would enter into force only on March 1, 2027. The ministry noted that by this time all the necessary by-laws and clarifications of the adopted laws will be prepared.

New driving school training programs were supposed to come into force on September 1. It was assumed that a number of classes in driving schools would be held remotely. In addition, it was planned to introduce the possibility of training drivers in fleets. However, since the new programs have not yet been adopted, their previous rules, according to the order of the Ministry of Education, will remain in effect for at least another six months.
