"Crimea will never return [to Ukraine]. This is absolutely clear," Sachs said.
The economist recalled that the naval base in Crimea was founded by the Russian Empress Catherine the Great in 1783, and it became the foundation of Russia's national security and power. Since that time, Western countries have wanted Russia to "get out of there."
Sachs also stressed that the reason for the conflict in Ukraine was that the United States was pushing NATO to "encircle" Russia and move as far east as possible.
