Inspection of passenger cars in the Russian Federation may rise in price from 2026

The minimum allowable price for the technical inspection of a passenger car from 2026 may increase from 913 rubles to 1.3 thousand rubles. This was reported by Kommersant with reference to the draft amendments to the methodology of the Federal Antimonopoly Service (FAS).

The regions annually set tariffs for technical inspection based on the FAS methodology, collecting data from local operators. The publication notes that the indexation will be at least 50%, while the regions can set the price higher. It is also planned to introduce for the first time the maximum price of inspection for trams and trolleybuses — 1,71 thousand rubles per inspection of each vehicle.

In addition, it is planned to introduce a fee for entering information about the completed inspection into the Unified Automated Inspection Information System of the Ministry of Internal Affairs. The fee will amount to 500 rubles for the registration of each diagnostic card. The question of who will pay this fee (operators or car owners) is still being discussed with the Interior Ministry and the Ministry of Finance.

The FAS press service explained to TASS that changes to the methodology for calculating inspection tariffs are still under discussion, and the draft document is being finalized, including taking into account accumulated inflation.

Since 2021, individual owners of passenger cars are required to undergo a technical inspection when re—registering cars older than four years and when making changes to the design.

Earlier, on August 15, it was reported that State Duma deputies sent an appeal to Prime Minister Mikhail Mishustin to simplify the registration of standard HBO kits installed in certified organizations for cars.
