The salary of certain categories of state employees will be increased in the fall of 2025

The next salary adjustment for certain categories of employees funded from the federal budget is scheduled for the fall of this year. This was announced on August 19 by Alexei Govyrin, a deputy of the State Duma (State Duma) from the United Russia faction.

"The Government of the Russian Federation adopted an order dated August 1, 2025, according to which, starting from October 1, salaries of employees of federal government, budgetary and autonomous institutions will increase by 7.6%," he said in an interview with TASS.

According to him, this applies to employees who work in companies under the jurisdiction of federal executive authorities. In particular, the measure will affect personnel in the fields of healthcare, education, culture, social protection, scientific and archival institutions. Indexing is also provided for civilian personnel serving in military units and other structures where military or equivalent service is provided.

It is noted that the calculation mechanism is based on the norm of the Labor Code of the Russian Federation, which obliges employers to ensure an increase in wages due to rising prices. Govyrin stressed that in practice, indexation in the public sector is carried out centrally by government decision.

"In this case, the index is set at 7.6% of the current official salary, excluding incentive and compensation payments. Formally, the wage increase is aimed at compensating for the inflationary losses recorded this year, and reflects the budget policy to maintain the level of wages in the public sector," the deputy said.

At the same time, the increase does not apply to employees of regional and municipal institutions. In their case, salary indexation is provided only by decision of the relevant subject of the country or local government body. According to Govyrin, this indicates a heterogeneous situation in the regions, contrary to the general trend of increasing incomes.

In addition, as the deputy clarifies, the indexation does not affect employees of private firms, where the issue of salary revision is resolved "solely on the basis of internal regulations and collective agreements."

He also added that the Ministry of Defense of the Russian Federation proposed to set an increase in military pay by a similar amount by October 1 — 7.6%.

"The relevant draft resolution has not yet passed all the stages of approval, and at the moment the accepted indexation level is 4.5%. The officially fixed salary increase from the fall of 2025 currently applies exclusively to federal state employees included in the categories listed in the government's order," concluded Govyrin.
