Putin supports moratorium on bankruptcy for Rostov farmers

The acting head of the region told the president about the fight against crop failure.

A moratorium on bankruptcy will be introduced for farmers in the Rostov region. This idea was supported by President Vladimir Putin at a meeting with Acting Governor of the Rostov region Yuri Slyusar, which took place on August 18. The region is experiencing other difficulties, in particular, the shortage of medical personnel. Against this background, the so-called "health trains" have been launched here.

What was discussed at the meeting

In recent years, the volume of production in the agricultural sector of the Rostov region has fallen significantly more than in other regions of the Russian Federation, the president noted. Last year, harvests decreased by 20%, and this year — by 30%. In response, the acting governor pointed out the unfavorable climatic conditions — frosts and heat, which killed about 1 million hectares of crops.

"I understand that there are objective reasons, and you have just mentioned them. But there is something to look at more closely. Desertification, for example, the use of heavy machinery. It's not always clear that heavy machinery is needed, but you need to understand where and how to use it. Reduction of protective forest plantations," Vladimir Putin stressed.

Against this background, Yuri Slyusar asked for additional support for farmers by introducing a moratorium on bankruptcy. Otherwise, due to heavy losses, they will put their lands up for sale and go to large agro-industrial holdings. "I agree, Yuri Borisovich, let's do it," the president responded.

There is a shortage of medical personnel in the Rostov region. The number of doctors per thousand of the population is still not enough, Vladimir Putin noted. The staffing of medical personnel in the region is at the level of 77-78%, the situation is more difficult in remote rural areas.

"I'm setting up the heads of municipalities and health authorities to work on a point—by-point basis for each doctor, for each paramedic, to secure, motivate, send target students to study, and return them back to their native village," the acting governor said.

As a temporary measure, the region has launched a "health train" — a mobile diagnostic center — doctors travel to remote areas and receive about 400 patients a day.

The Rostov authorities are trying to provide support to their fighters. There is a one-stop shop project for them. "This is when either a member of the IFC, or his family member comes to the IFC, he does not need to run through all departments, submits one application, and then the IFC itself already interacts with all departments on these support measures," the head of the region explained. According to the president, such mechanisms need to be improved and replicated.

Work is underway in the region to complete the Rostov transport ring. 7.5 km remains to be completed so that the road is fully operational. For now, freight transport is forced to move through city streets, which damages roads and the environment.
