The State Duma proposed to simplify the registration of gas engine equipment for cars

The deputies sent an appeal to Prime Minister Mikhail Mishustin to simplify the registration of standard HBO kits installed in certified organizations for cars. This was reported to RIA Novosti by the leader of the Fair Russia — For Truth party, the head of the Duma faction, Sergei Mironov.

According to Sergey Mironov, gas engine fuel is the most affordable alternative to gasoline. However, motorists are deterred by the overly complicated registration procedure for cars with gas cylinder equipment (GBO).

The installation of HBO is considered to be a modification of the design, therefore, prior permission, expertise, changes in registration documents, and additional technical inspection are required. Often, the requirements are practically impossible due to the lack of specialized laboratories or specialists, the politician notes. He added that the situation forces many car owners to do without registering with the State Traffic Inspectorate.

"There are many cases when, when selling a car with HBO, the previous owner disassembles the equipment to avoid registering changes in the design, and the new owner, in turn, installs the same kit anew, also without official registration," said Sergey Mironov.

According to Russia's transport strategy, by 2030 the share of the fleet with alternative fuel engines should be at least 49%. To date, this figure is slightly higher than 5%, said Mironov. According to him, the simplification of the registration procedure for the installation of gas cylinder equipment encourages the legal and safe operation of cars with cheap and environmentally friendly fuel.

Earlier, the analytical agency Autostat reported that 4,398 new electric vehicles were sold in Russia in the first half of 2025. This is 57% less than in January—June 2024. The decline in sales in this market segment has been observed for exactly one year — since July last year. The peak of the market decline occurred in March 2025 (-77%).
