Foreigners were banned from working as couriers in St. Petersburg
The governor of St. Petersburg, Alexander Beglov, signed a decree restricting the recruitment of foreigners to work as couriers, the information department of the city government reported on August 11 in the Telegram channel.
"The document expands the list of economic activities for which, in 2025, employers in St. Petersburg are prohibited from attracting foreign citizens who work on the basis of patents. The types of activities related to courier delivery have been added to the existing restriction in the taxi sector," the report says.
The ministry stressed that the decision is aimed at combating shadow employment, improving the quality and safety of services in the courier sector, as well as creating new jobs for Russian citizens.
"According to statistics, foreign couriers make up a small proportion of the total number of people employed in the sector, so this measure will not affect the stability of the delivery market," the department stressed.
Employers were given a three-month transition period to "adjust personnel policy."
