A massive update of waste disposal standards is being prepared in the regions of Russia

In the regions of Russia, they are preparing a massive update of waste disposal standards, which are used to calculate the tariff for their export. This was reported to Izvestia on August 7 by the Russian Environmental Operator (REO).

"MSW standards are one of the key documents for the entire waste management system. It is on their basis that tariffs are calculated. If the standards are overstated or outdated, residents may pay an incorrect amount for waste management services," said Irina Tarasova, General Director of the REO.

It clarifies that measurements are a simple and accurate way to understand how much waste is actually accumulating and make tariffs as fair as possible. That is why it is so important that the regions regularly update the data and switch to calculations based on actual volumes, the top manager added.

Measurements of the amount of municipal solid waste (MSW) are currently carried out by 19 subjects of the Russian Federation. Among them are Moscow, Amur, Arkhangelsk, Vladimir, Ivanovo, Lipetsk, Moscow, Nizhny Novgorod, Novosibirsk, Samara, Sakhalin and many other regions. 11 subjects are planning to carry out measurements and are already preparing to identify contractors for these works — Astrakhan, Volgograd, Voronezh, Magadan, Omsk, Tambov, Tula regions, Krasnodar Territory, Adygea, Mordovia, Chechnya.

It is noted that measurements are carried out at specially selected container sites. Waste is weighed, its density and territorial features are taken into account, and sites are selected to cover both apartment buildings and the private sector, institutions and organizations. All data is collected over four seasons, so it is important to reflect changes in waste accumulation depending on the time of year.

The MSW standard is an indicator that reflects how many kilograms of waste one person or organization produces on average over a certain period of time. Based on this indicator, the tariffs of regional operators who are responsible for the removal, processing and disposal of garbage are calculated.

If the regulations are outdated, this may lead to overstated or undervalued payments, so they need to be updated.

Russian Prime Minister Mikhail Mishustin said on July 25 that as part of the formation of a closed-cycle economy in Russia, more than half of municipal solid waste is processed. He noted that to date, about three hundred facilities have been built for integrated waste management, adding that the level of recyclables involvement in various sectors of Russia has increased to 10%.
