In May, Russian President Vladimir Putin signed a law on state regulation of admission to universities on a fee-based basis. Now the Cabinet of Ministers of the Russian Federation will regulate the number of places for applicants on a commercial basis. This was announced on August 7 by Ekaterina Kharchenko, Deputy head of the State Duma Committee on Science and Higher Education.
It is noted that this is not about restrictions, but about the quality of education.
"On September 1, a new law on state regulation of admission to universities on a fee-based basis will come into force in Russia. We have made changes to the law on Education regarding a new mechanism for regulating paid admission starting in 2026," RIA Novosti quoted Kharchenko as saying.
The deputy noted that the prerequisites for signing this law were earlier, since such regulation had existed in Russia for several years.
"Starting next year, the planned figures will be agreed upon by the founders, and let me remind you that there are 18 federal executive authorities, industry-specific ones that regulate the activities of universities, and the implementation of this plan will be monitored," Kharchenko stressed.
According to her, the law says that there should be a competition even for commercial training. According to the MP, this will be useful in the future when a person enters the labor market.
"In the situation of an imbalance between the labor market and the education system, we cannot afford to train specialists who are not in demand on the market. Therefore, together with the Ministry of Education and Science and the government of the Russian Federation, we will now work out the regulatory framework," Kharchenko explained.
Earlier, on July 23, Putin signed a law to increase the maternity allowance for female students to 100% of the regional minimum subsistence level. Amendments have been made to Article 8 of the Federal Law "On State Benefits for Citizens with children."
State Duma deputies passed a law on increasing the amount of maternity benefits for female students studying at universities, vocational training organizations and scientific organizations on July 8. It was specified that the average amount of maternity allowance for female students would be about 90 thousand rubles. On July 16, the relevant law was approved by the Federation Council.
