The head of the RSA spoke about the upcoming CTP reform
In Russia, it is planned to amend the procedure for reimbursement for car repairs in the CTP law. After receiving the insurance payment and repairs, the victim will be able to apply to the insurer for an additional payment within the amount of wear. This was announced on July 28 by the head of the Russian Union of Motor Insurers (RSA) Evgeny Ufimtsev.
For example, now an expert technician on damage in an accident makes a calculation and indicates that the repair is estimated at 150 thousand rubles, and the wear on spare parts is 50 thousand rubles. In accordance with the law, the insurer will pay 100 thousand rubles in cash — the amount that is clearly due according to the examination as part of the compensation for the CTP loss.
"In case of amendments to the law, the insurer will be able to tell the victim: "If you go, repair the vehicle, show me the repaired car and show me the documents about the repairs, I will pay these 50 thousand rubles, that is, I will compensate for the cost of wear," Ufimtsev told Interfax.
If the repair cost was more expensive due to the detection of hidden damage, it will be possible to pay an additional insurance indemnity. And if, due to the fact that the car was repaired at an "expensive" station, then the car owner will only be able to additionally compensate for the cost of wear.
On July 28, it was reported that the average premium for annual CTP policies in the first half of 2025 amounted to 7,278 rubles, which is 5% lower year-on-year. The average payment for annual CTP policies increased by 16.6% over the same period and amounted to 110.2 thousand rubles. In June, the avtograzhdanki policy cost 7,184 rubles (+4.8%), and the average payout was 116.8 thousand (+16.4%).
