The expert spoke about fines for advertising on banned social networks
The bill banning advertising on undesirable and extremist resources was proposed last year, and its adoption was only a matter of time, Anastasia Krasnikova, co-founder of the consulting center of the Association of Bloggers and Agencies, told Izvestia on July 23.
"Distribution should be understood as actions that are directly related to the distribution or re-placement of advertising after the specified date. This may include advertising in pinned publications, a "repost" or any other link to advertising in other publications, including those on other information resources," Roskomnadzor (RCN) explained to Izvestia.
Krasnikova noted that the market would lose some of its profits, but the introduction of the law was postponed to give businesses time to prepare.
"Fines for sole proprietors and legal entities are quite serious. The labeling experience has shown that fines are not something ephemeral, but a real measure of punishment," she stressed.
The expert explained that "distributing advertising" means not only publishing it, but also being online after the set date.
"If the advertisement is not deleted, it is considered distributed. These issues will be monitored by the FAS (Federal Antimonopoly Service. — Ed.)," she added.
At the same time, the industry, according to Krasnikova, does not need additional regulation.
"Business needs support. There have been too many innovations over the past year: a register of "tens of thousands", a 3% tax, a ban on advertising on prohibited resources, and restrictions on communication in foreign social networks. Additional measures will only complicate the situation," he concluded.
In April, Russian President Vladimir Putin signed a law banning the distribution of advertising on the resources of undesirable organizations in the Russian Federation. It was noted that both advertisers and distributors of advertisements would be responsible for violating the ban.
