In Russia, it was proposed to give access to owners of driver's licenses of categories "A", "B", "C", "D" to control buggies and all-terrain vehicles with no more than eight passenger seats and a weight of no more than 3.5 tons. The relevant bill was sent to the government by the head of the Committee on Economic Policy of the Federation Council, Andrei Kutepov, TASS reported on July 23.
Currently, driving such vehicles requires the rights of a tractor driver. At the same time, back in 2023, changes in legislation were adopted that made it possible to drive a number of vehicles not only with the rights of a tractor driver, but also with a certificate of categories "B", "C", "D". However, drivers with such rights did not receive the opportunity to drive buggies and all-terrain vehicles (off-road vehicles with a weight of up to 3.5 tons and a maximum of eight passenger seats).
If the category of driver's licenses (tractor driver's license) "AI" is provided for ATVs and snowmobiles, then the category "AII" is provided for off-road vehicles, which include buggies and all—terrain vehicles. You can get the first one from the age of 16, and the second one from the age of 19. The exam is taken at the State Technical Supervision authorities.
The initiative of the Federation Council is explained by the need of the tourism industry, where the demand for the use of snowmobiles, off-road vehicles and other types of transport has increased.
The day before, it was reported that the State Duma proposed allowing motorcyclists and mopeds to ride in designated lanes on a par with public transport. The authors of the idea explained their proposal by the fact that the allocated lanes are often empty, and motorcycles and mopeds occupy an objectively small share in the total traffic flow.
