The first deputy chairman of the Federation Council Committee on Constitutional Legislation and state Construction, Artyom Sheikin, appealed to the Ministry of Finance with a request to support the bill, which proposes not to automatically renew the license to sell alcohol if an object appears next to it, near which the sale of such products is prohibited. The senator sent a letter to the department. The document was reviewed by Izvestia on July 23.

Currently, the sale of alcoholic beverages is prohibited in the territories adjacent to educational and medical institutions, military facilities, as well as train stations and airports.

"Current legislation allows that outlets located in the so-called "restricted zone" can not only continue operating until the end of the current license, but also extend it for up to five more years. As a result, such facilities can operate for up to ten years, despite the fact that they do not formally meet the established requirements," Sheikin told Izvestia.

In his opinion, this poses risks to the health of citizens, especially young people, and weakens the effectiveness of existing restrictions. Therefore, as the senator pointed out, it is advisable to reconsider this approach by limiting the right to license renewal if the object of trade no longer meets the requirements of the law.

"We are talking about a reasonable measure that will reduce the duration of undesirable activities, increase control over compliance with prohibitions and, ultimately, strengthen public health," he stressed.

It is specified that the initiative was developed jointly with the government of the Amur region.

On September 24, 2024, the Ministry of Finance of the Russian Federation proposed to simplify obtaining licenses for the retail sale of alcohol. This follows from the draft law with amendments to the law "On State Regulation of the production and turnover of ethyl alcohol, alcoholic and alcohol-containing products." It is planned that the new requirements will come into force on September 1, 2025.
