The State Duma wants to introduce a 365-day conscription

The head of the State Duma's defense Committee, Andrei Kartapolov, and his first deputy, Andrei Krasov, have introduced a bill envisaging a transition to year-round conscription. The initiative, the text of which was published on July 22 in the Duma's electronic database, provides for holding draft events from January 1 to December 31 without interruptions.

According to the document, throughout the year, recruits will have to undergo a medical examination, psychological selection and a meeting of the draft commission. At the same time, new recruits will be sent to the troops at the same time: in spring (April–July) and in autumn (October–December).

The authors of the initiative explain that this approach will evenly distribute the burden on military enlistment offices and increase the effectiveness of the organization of conscription.

Earlier, on July 7, President Vladimir Putin signed a law toughening responsibility for evading military registration. Now Russians who have not informed the military enlistment office about the change of residence can be fined up to 20 thousand rubles.
