Details about possible changes in the inspection rules have become known.

The Ministry of Internal Affairs of Russia plans to expand the procedure for canceling a diagnostic vehicle inspection card. This follows from the draft government decree, which was reviewed by Izvestia.

According to the document, in the case of two or more cases in a year when an inspection operator issues a diagnostic card without actually conducting an inspection of the vehicle before the Russian Union of Motor Insurers (RSA) decides to revoke the accreditation certificate of this operator, it is planned to suspend access to the unified automated information System (UAIS) for this inspection point.

"The procedure for canceling a diagnostic card is supplemented by provisions providing for cancellation in accordance with the information received from the prosecutor's office based on the results of an inspection <...> or a court decision to cancel such a diagnostic card. In addition, the procedure for restoring an unreasonably canceled diagnostic card is being established," the explanatory note to the document says.

The Interior Ministry also intends to introduce the operator's obligation to check information about the tachograph installed on the vehicle in the information system of the Federal Budget Institution Agency for Motor Transport.

In addition, taking into account the requirements established by current legislation for taxi vehicles to be inspected more frequently (every six months) "in order to uniquely identify the vehicle and determine the frequency of its inspection", the draft resolution introduces the operator's responsibilities to check passenger vehicles for FGIS Taxi for the availability of an appropriate permit, as indicated in the accompanying documents.

It will be possible to carry goods only on your own transport under the control of regular drivers.

Earlier in the day, it was reported that the Ministry of Internal Affairs of Russia proposed to adjust a number of provisions of regulatory legal acts in the field of technical inspection of vehicles. The draft government decree is currently undergoing a regulatory impact assessment procedure.
