The State Duma proposed to introduce fines for exceeding the average speed

A bill has been submitted to the State Duma on the introduction of fines for exceeding the average speed monitored by traffic cameras in automatic mode. The document is published on the website of the lower house of Parliament. They plan to amend two articles of the Administrative Code.

"One of the most effective measures to prevent and reduce accidents is to control the average speed of a vehicle. This method disciplines vehicle owners, stabilizes traffic flow, ensuring its uniformity, thereby reducing key accident rates," the explanatory note says.

It is proposed to add the concept of the average speed of a vehicle to Article 12.9 of the Administrative Code (exceeding the set speed). It is understood as the value equal to the ratio of the length of a section of highway with a fixed speed limit to the time taken to overcome the section.

When imposing an administrative penalty, the time and place of the offense should be determined by the location of the final means of fixation on the controlled section of the highway and the time of fixation of the violation, the text of the bill says.

At the same time, article 1.1 of the Administrative Code (legislation on administrative offenses) is proposed to be supplemented with Part 3, which prescribes the possibility of conducting "experiments in the field of administrative responsibility" on the territory of one or more subjects.

The explanatory note notes that the bill is a companion to the draft federal law "On conducting an experiment in the field of traffic in the Vologda Region on the use of a system for monitoring the average speed of vehicles."

On March 4, it became known that the Yamalo-Nenets Autonomous District (Yamalo-Nenets Autonomous District) and the Vologda Region proposed to return the practice of punishing drivers for exceeding the average speed between cameras. Later it was reported that, as First Deputy Minister of Transport Valentin Ivanov said, the Ministry of Transport and the Ministry of Internal Affairs are working on the issue of introducing penalties for exceeding the average speed. Then the Interior Ministry announced their fundamental disagreement with fines for exceeding the average speed.
