A group of deputies has submitted to the State Duma a bill on the mechanism of deprivation of acquired citizenship of the Russian Federation for evading military registration. The document was published on July 16 in the electronic database of the lower house of parliament.

As noted in the explanatory note, the mechanism is necessary to implement the provisions of the law adopted in August 2024, which introduced a provision on the deprivation of acquired citizenship on the basis of evasion from military registration.

The document stipulates that an appropriate conclusion will be issued in respect of persons who have acquired Russian citizenship and evaded military registration without a valid reason. This conclusion will be sent by the military enlistment office to the territorial body of the Ministry of Internal Affairs within five working days to make a decision on the termination of acquired citizenship.

It is noted that the military enlistment office will have to cancel the conclusion if, within 30 days from the date of its issuance, a citizen appears at the military commissariat for military registration. The territorial body of the Ministry of Internal Affairs is also notified of the cancellation of the conclusion.

At the same time, according to the bill, the acquired citizenship of the children of persons whose citizenship is planned to be terminated for evading military registration will also be terminated. The exception will be cases when the second parent has Russian citizenship without grounds for its termination.

On July 7, Russian President Vladimir Putin signed a law according to which Russians will face a fine of up to 20 thousand rubles for failure to inform the military enlistment office about the move.
