The State Duma approved an increase in a number of duties for car owners
The State Duma adopted in the first reading a bill to increase a number of existing duties for car owners and introduce new ones from September 2025. In particular, it is planned to increase the cost of issuing registration documents and license plates, as well as obtaining a driver's license. The bill is published on the website of the lower house of Parliament.
The cost of issuing a driver's license may double: 4 thousand rubles for an old—style license and 6 thousand rubles for a new one. Obtaining a vehicle passport will increase in price from 800 rubles to 1.2 thousand rubles.
The fee for a vehicle registration certificate (CTC) on paper will cost 1.5 thousand rubles instead of 500 rubles, on plastic — 4.5 thousand instead of 1.5 thousand rubles. The state duty for issuing license plates will increase from 2,000 to 3,000 rubles. In total, it is planned to increase about one and a half dozen fees related to motorists.
In addition, if now an extract from the state register of vehicles is provided free of charge, then from September it is proposed to introduce a state fee for the provision of services in the amount of 50 rubles per request. The bill also establishes fees for the formation of a diagnostic card by inspection operators in the Unified Automated Technical Inspection Information System (UAISTO) and for issuing an opinion on the compliance of the driving school's educational and material base with the established requirements.
On July 15, it was reported that the Russian Ministry of Transport had prepared a bill according to which all regions would have the right to determine the list of buses that can travel in designated lanes for public transport. We are talking about vehicles weighing over 5 tons and with a capacity of more than eight passengers. Currently, only cities of federal significance have the authority to determine the list of buses for driving along designated areas.
