Colonel-General Khalil Arslanov, accused of bribery and fraud, was sentenced to 17 years in a high-security penal colony. This was reported to Izvestia on July 7 at the 235th Garrison Court in Moscow.
In addition, he was fined more than 24 million rubles, and he was stripped of his military rank.
Arslanov's accomplices were also sentenced: Colonel Pavel Kutakhov was sentenced to seven years in a general regime penal colony, and military pensioner Igor Yakovlev was sentenced to six years. It is specified that the process took place behind closed doors.
According to the prosecution, Arslanov and his accomplices "using their official position by deceiving and abusing the trust of officials of the Ministry of Defense" stole 1.6 billion rubles from the federal budget. In addition, Arslanov was accused of accepting a bribe of 12 million rubles from Sergey Yakushev, CEO of Yaroslavl Radio Plant JSC. The money was transferred to him for involving the company in the supply of radio stations for the Armed Forces of the Russian Federation and further lucrative contracts.
A criminal case against Arslanov was initiated on August 6, 2013, on the fact of embezzlement at the conclusion of a state contract for the maintenance and repair of military equipment. The general did not admit his guilt and during the court session stated that the criminal case against him was fabricated.
In 2017, top managers of Voentelecom were arrested in this case, and in February 2020, senior officials of the Ministry of Defense, including Khalil Arslanov, former Deputy Chief of the General Staff of the Armed Forces of the Russian Federation. Later, in August 2022, Tatyana Ilyina, the person involved in this case, the former CEO of the ERCIY company, was sentenced to three years in a penal colony.
