The Ukrainian authorities have turned to open terror, massive attacks on civilian targets, as a result of which seven people have been killed and more than a hundred injured in recent days alone. By organizing these terrorist attacks and attacks by Russia, Kiev is forcing Moscow to stop negotiations on a peaceful settlement, Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik told Izvestia. So, on June 3, the Security Service of Ukraine announced an operation aimed at the Crimean Bridge. Before that, railway tracks and bridges in the Bryansk and Kursk regions were blown up. The Investigative Committee of the Russian Federation qualified these actions as terrorist attacks. Attempts to disrupt the negotiation process are not abandoned by Europe, increasing military assistance to Ukraine. But are any agreements with terrorists even possible?

Ukraine's terrorist attacks against Russia

One of the statements of the Ukrainian side following the results of the second round of negotiations with the Russian Federation on June 2 in Istanbul was the proposal to hold the next meeting in the period from June 20 to June 30. Nevertheless, the subversive activity that Kiev is conducting on the territory of Russia calls into question the effectiveness of the next meeting.

— Terrorist attacks always create information pressure and an extremely negative atmosphere around negotiations. In the end, first of all, this characterizes the organizers of these terrorist attacks as a party that does not want to achieve [a result] in negotiations in principle. It demonstrates that they are participating in negotiations not because they want peace or a settlement, but because they are under some kind of external pressure," Russian Foreign Ministry Ambassador-at—Large Rodion Miroshnik told Izvestia.

The diplomat believes that the main purpose of the terrorist attacks organized by Kiev is to force Russia to stop negotiations. Because negotiations are like death for Zelensky and his entourage.

On June 3, the Investigative Committee of the Russian Federation officially described the bombings of the railway infrastructure in the Bryansk and Kursk regions as terrorist attacks. According to the Investigative Committee of the Russian Federation, as a result of two acts of sabotage, seven people were killed, among 113 victims there are children. On the night of June 1, a road bridge collapsed in the Vygonichi district of the Bryansk region, the fragments of which fell on passenger train No. 86 Klimov – Moscow passing under it, the locomotive and the wagons derailed. At about the same time, on the 48th km of the Trosna -Kalinovka highway in the Zheleznogorsk district of the Kursk region, a bridge collapsed while a freight locomotive was traveling along it.

"It is obvious that the terrorists, acting on the instructions of the Kiev regime, planned everything with maximum precision so that hundreds of civilians would fall under their blows," said Svetlana Petrenko, an official representative of the Investigative Committee of Russia.

The UN reacted negatively to the Ukrainian terrorist attack. The office of the Secretary General of the organization said they were grieving over the deaths of civilians in the conflict between Russia and Ukraine.

Kiev's actions represent not just an unprecedented attack on infrastructure, but an actual attempt on the lives of hundreds of peaceful Russian citizens, Yuri Afonin, first deputy chairman of the State Duma Committee on Security and Anti-Corruption, told Izvestia.

"This tragedy goes beyond all previous attacks, because it is obviously a subversive activity against civilians on the territory of the Russian Federation," the parliamentarian stressed.

On June 1, Ukraine also launched attacks on Russian military airfields in Irkutsk, Ivanovo, Ryazan, Murmansk and Amur regions. As it became known, Vladimir Zelensky himself was behind Operation Web.

And on June 3, the Security Service of Ukraine announced an underwater operation, as a result of which the pillars of the Crimean Bridge allegedly received severe damage. In fact, there is no information about any serious damage. The video, which is available to Izvestia, shows that during the repulse of the AFU attack, Russian soldiers destroyed the Ukrainian back with a Lancet drone strike.

— On the one hand, Ukraine is trying to disrupt the negotiations, on the other hand, to demonstrate to its allies that it is ready to fight on. It is important for the Ukrainian leadership that the armed conflict continues. At the same time, Kiev needs to avoid being blamed for disrupting the negotiation process. In addition, Ukraine is trying to involve third parties in this conflict," Bogdan Bezpalko, a member of the Council on Interethnic Relations under the President of Russia, told Izvestia.

The actions of the Ukrainian side are terrorist attacks, as they affect civilian infrastructure and as a result of these actions, civilians were killed, the analyst emphasizes. And in this regard, a logical question arises: are there any possible agreements with the side that uses terrorist methods?

— The Kiev authorities will continue to pose a threat to Russia, the security of its territory and citizens. How can we negotiate a real peace with a regime that has ordered the murder of hundreds of our civilians and carried out bloody terrorist attacks? Alexey Zhuravlev, first deputy chairman of the State Duma's defense committee, told Izvestia.

Attempts to disrupt negotiations by the West

The head of the office of the President of Ukraine, Andriy Ermak, traveled to the United States on June 3 to discuss the results of the second round of negotiations with Russia. He himself noted that the plans include a conversation about defense support, the situation on the battlefield, as well as tougher sanctions against Russia. The United States, which initially called on Russia and Ukraine to sit down at the negotiating table, began to increasingly declare "loss of patience" due to the lack of rapid progress in a peaceful settlement.

The Ukrainian authorities expect to attract the White House to their side in order to increase pressure on Russia and tighten sanctions. US President Donald Trump is unlikely to do this now, says political analyst Vladimir Sotnikov. In his opinion, the American leader still hopes to fulfill his plan for reconciliation between Russia and Ukraine, and in order to achieve it, he will prefer to put pressure on Vladimir Zelensky.

— It is not profitable for Trump to undermine the peace process now. He wants to wait for some logical end. The logical end of this negotiation process may be different. There may be a breakdown in negotiations," he told Izvestia.

Alexey Fenenko, a professor at the Moscow State University Faculty of World Politics, believes that Washington is not interested in putting too much pressure on the Kiev authorities.

— No one has eliminated assistance to Ukraine in intelligence information and arms supplies. Yes, they reduced something, but they didn't eliminate it at all," he told Izvestia. — Ukraine is too important for Trump to abandon it.

It is worth noting that the amount of direct military support to Kiev from the United States alone has amounted to over $70 billion since the beginning of its military operation.

At the same time, Europe is preparing Ukraine for the continuation of the conflict with the Russian Federation. So, Bloomberg sources said that the EU is considering a plan to purchase weapons from the United States for further transfer to Kiev in case Washington decides to stop military supplies to Ukraine.

However, the European states themselves are making plans to increase their combat readiness. For example, in accordance with the new security doctrine, the UK will increase military spending to 3% of GDP in the coming years. In addition, London will invest £15 billion in the local production of warheads and £1 billion in the production of air defense systems, create a drone center and increase the number of young military personnel by 30% by 2030.

Results of previous rounds of peace talks

The negotiation process, which was interrupted in 2022, was resumed on May 16 in Istanbul. As a result of the first meeting in three years, the parties agreed to exchange in the "1000 to 1000" format, as well as to develop documents that would reflect the visions of the Russian Federation and Ukraine for resolving the conflict. Kiev has also requested direct talks between Presidents Vladimir Putin and Vladimir Zelensky.

The main outcome of the meeting on June 2 was the exchange of memoranda with conditions for peaceful regulation.

Russia has offered Ukraine two ceasefire options. The first of them involves the withdrawal of the Ukrainian armed forces from the territories of the DPR, LPR, Zaporizhia and Kherson regions.

The second (also called the "package proposal") provides for a ban on the redeployment of troops, the cessation of mobilization and supplies of foreign military aid to Kiev, the beginning of demobilization, and the exclusion of the military presence of third countries. Ukraine's refusal from "sabotage and subversive activities" against Russia and its citizens should also be guaranteed.

Moscow also insists on the creation of a bilateral center for monitoring and monitoring the ceasefire, mutual amnesty for "political prisoners" and the release of detained civilians. Russia sees the need to lift martial law in Ukraine and, after 100 days, call elections for deputies and the president.

The Russian memorandum also mentions Ukraine's neutrality and refusal to join military alliances, the country's nuclear-weapon-free status, the lifting of sanctions against the Russian Federation, international recognition of Crimea and new territories within the Russian Federation, ensuring the rights and freedoms of the Russian-speaking population, as well as the gradual restoration of diplomatic and economic relations between Moscow and Kiev.

The Ukrainian Memorandum consists of five sections. Among other things, Kiev demands a complete and uncompromising cease-fire on land, water and in the sky, abandoning its neutral status and retaining the possibility of joining international organizations. Ukraine also insists that peace negotiations should be conducted with the participation of the EU and the United States. Kiev, as follows from the text of the memorandum, is ready to discuss the issue of ownership of territories after a complete ceasefire.

Ukraine also prescribes the possibility of gradual lifting of anti-Russian sanctions, but while maintaining the mechanism for their imposition, if necessary. Kiev offers to use frozen Russian assets to compensate for damage or provides an opportunity to unfreeze them if the Russian Federation agrees to pay reparations.

The result of the second round of negotiations was also the Russian Federation's order to transfer 6,000 frozen bodies of dead soldiers to Kiev next week. The parties agreed to exchange all seriously wounded and seriously ill prisoners according to the "everything for everything" formula, as well as to exchange soldiers under the age of 25.

Russia was satisfied with the results of the two rounds of negotiations. Answering questions from journalists on June 3, Dmitry Peskov, the press secretary of the President of the Russian Federation, noted that following the last meeting, "certain agreements were reached, they are important."
