The State Duma announced the timing of the ban on banks opening accounts for teenagers without parental consent.

The authorities are already close to adopting an initiative to ban the opening of bank accounts for minors without the written consent of their parents, Anatoly Aksakov, head of the State Duma Committee on Financial Markets, told Izvestia.

According to him, the bill will definitely be adopted during the spring session of the State Duma (lasts until August 3). The initiative will come into force either from the second half of 2025, or from January 1, 2026, the deputy explained.

Currently, only some banks require parental permission to open an account for teenagers. Amendments to the document, which was adopted in the first reading last week, will make this process mandatory for all credit institutions.

Criminals actively involve teenagers in droppery, German Zubarev, deputy Chairman of the Bank of Russia, told Izvestia. Young people are offered money for transferring cards to third parties. Attackers involve more and more people in such schemes through network marketing.

At the same time, the National Financial Market Council (NSFR) criticized the proposed concept and called for banks to be allowed to set a limit of 200 thousand rubles for transactions on accounts of persons from 14 to 18 years old. This amount is more than enough for teenagers, but it is very small for dropper activities. Limiting the amount of transactions on such cards will make them unattractive to intruders, but it will preserve the ability for teenagers to freely manage money.
