The negotiations in Istanbul on Ukraine should take place taking into account the results of the talks interrupted in 2022 and the situation "on the ground." This was announced on May 11 by Presidential aide Yuri Ushakov.

"With this in mind, taking into account, of course, taking into account the real situation," he said on Channel One, responding to a relevant topic.

When asked who will represent Russia at the talks, Ushakov said that the final decision will be made by Russian President Vladimir Putin, followed by an official announcement.

On the same day, Putin announced during a press conference that Russia was offering Ukraine to resume direct talks in Istanbul on May 15.

Later, former American intelligence officer and analyst Scott Ritter noted that Putin's proposal was a brilliant maneuver and removed the issue of a 30-day truce from the agenda. He added that the president's statement returns the initiative to Russia, allowing it to dictate terms to the Ukrainian-European-American bloc.
