The State Duma intends to increase fines for officials for violations in the housing and communal services sector

A bill on strengthening the responsibility of officials for violations in the field of housing and communal services will be submitted to the lower house of parliament by deputies of the State Duma from the LDPR faction led by Leonid Slutsky. This was reported on March 17 by RIA Novosti with reference to the relevant document.

Thus, it is proposed to strengthen the responsibility of officials for a number of administrative offenses in the housing and communal services sector, according to the explanatory note to the draft. It is specified that this proposal was put forward in connection with a large number of complaints from citizens about organizations involved in management. Dissatisfaction arises due to companies ignoring the requests of owners and their inaction in case of problems with apartment buildings.

At the moment, fines for violations in the housing and communal services sector are minimal, but thanks to the bill they will be increased several times. In case of violations of the maintenance of residential buildings, the amount of the fine will increase from 5,000 to 30,000 rubles, for problems with the provision of utilities, they will also be increased to 30,000, and in case of repeated violations, companies will be forced to pay 50,000 rubles. It is also planned to increase the amount of several other fines.

In addition, Slutsky noted that deputies everywhere receive complaints from citizens about management organizations because they perform their work improperly.

"We need to restore order in this area. The first step towards this is to increase the personal responsibility of management by significantly increasing fines for officials for inaction in response to appeals from residents of apartment buildings," Slutsky explained.

On March 6, Oksana Vasilyeva, a lawyer and associate professor at the Financial University under the Government of the Russian Federation, warned Russians about dacha fines in 2025. According to the expert, the main violations are misuse of the land, non-compliance with fire safety rules, waste management rules, sanitary norms and rules of construction and landscaping.
