Patronage system: defense plant bosses robbed welders
The Klimovsk Cartridge Plant in Podolsk near Moscow has again found itself at the center of a scandal, this time a criminal one. A year ago, an accident at the KSPZ boiler plant deprived residents of the Klimovsk neighborhood in Podolsk of heating. Now at least two former managers of the company are accused of commercial bribery by extorting overtime bonuses from gas welders. As reported to "Izvestia" source in law enforcement agencies, Podolsk police are investigating a criminal case against the former Deputy General Director of KSPZ Alexei Garin and the chief electrician of the enterprise Ivan Legkov. The investigation considers Garin as the organizer of commercial bribery, and Legkov as an intermediary in its implementation. Simply put, the accomplices forced the employees of the enterprise under their command to give them a substantial part of their earnings "under the threat of dismissal and possible difficulties at work". They were talking about additional payments for overtime work, including money that was due for urgent elimination of the consequences of an accident in the boiler room and other overtime. Welders L. and T. were forced to pay additional payments - they were charged 80 thousand rubles each. Welder Sh. was robbed of two bonuses of 80 thousand rubles each. And his colleague K. as much as three bonuses - in total he was deprived of 240 thousand rubles. "Izvestia" source reported seven episodes and four affected employees of the enterprise. The chief power engineer is under a non-deportation order, his former manager is in pre-trial detention.

Alexei Garin - one of the alleged co-owners of the defense enterprise and former deputy director. He has already been convicted under the article on fraud on a particularly large scale. In 2014, it turned out that he had transferred tens of millions of rubles transferred for heat payments to the accounts of a firm controlled by him, instead of settling accounts with the service provider, Gazprommezhregiongaz Moscow. The criminal record did not prevent Garin from continuing his participation in a strategic enterprise with a social burden. The money was not returned. According to information from the database of enforcement proceedings of the Federal Service for the Federal Security Service, for the person whose data coincide with the data of Garin, only for 2023 there are debts totaling more than 130 million rubles.
Klimovsk specialized cartridge factory of the Order of Patriotic War of the First Degree is, in fact, the main enterprise of the Klimovsk microdistrict. Local residents are connected with this defense facility in one way or another. Its history dates back to 1936 - the Novopodolsk plant (first name) mastered the full cycle of rifle and pistol ammunition and pyrotechnics demanded by the Soviet army. Since 1943, the Research Institute of Ammunition Design was established on the basis of the plant. During the Great Patriotic War the production of ammunition was increased 19 times. Since 1960 it was called Klimovsk Stamping Plant. From that time until the mid-1970s its work was connected with the space industry. In the 1980s it mastered the production of ammunition for sport shooting, biathlon, as well as small-scale production of cartridges with bullets of increased penetration for silent, flameless, underwater shooting. In the 1990s the company became an open joint-stock company, but soon it had financial difficulties. The situation is corrected only by 2014. The composition of the shareholders of the enterprise is not disclosed.
Boiler house scandal
The accident that drew attention to KSPZ happened on January 4, 2024 in the boiler room of the plant. After more than 173 houses, six educational institutions and a hospital were disconnected from heating, a local emergency regime was declared in Podolsk. It was reported that more than 200 brigades, which included electricians, electric and gas welders, were attracted to eliminate the consequences.

According to one version, the trouble began after the stoppage of the KVGM hot-water boiler. But the record of this in the daily list of the boiler unit was made retroactively only 11 hours later, about the same time came and the message about the emergency in the dispatch service of the MUP "Podolsk heating network". According to the investigators' version, the emergency equipment turned out to be defective. First, the pipes leaked at the plant - in this case, the staff had to close the gate valve, cutting off the networks of the enterprise from the city. But it turned out to be impossible to do so because of its malfunction, the Izvestia source said. As a result, the pipeline bursts in the city networks. The emergency workers were not able to correct the situation promptly - the boiler itself developed numerous leaks, and the coolant inside it froze. By that time the auxiliary boiler was started, the heating mains and heating devices in the apartments froze and failed. The source alleges that the staff prevented the emergency crew from entering the facility and delayed the start-up of the auxiliary boilers.
Returned to the State
As part of the criminal case under the article on the provision of services that do not meet safety requirements, then detained three suspects - the head of the boiler house, the general director of CJSC "Klimovsky Specialized Patron Plant", on the balance sheet of which was the municipal enterprise, and the deputy head of the city administration. The former owner of the company, Boris Krasnov, is on the wanted list.
A significant consequence of the accident at KSPZ was the decision to nationalize KSPZ. This decision of the Russian President was announced by Governor Andrei Vorobyov.
"The shutdown of the boiler plant, and especially freezing, as happened at the cartridge factory, respectively, involves very complex measures and operational. By presidential decision, the property is returned to the state treasury. Two owners are abroad. We have received the right to take over the management of this boiler house within the framework of the emergency situation," he told the meeting. He characterized the management of the boiler house by the private owners as "out of hand".
