The IC of the Russian Federation proposed to introduce liability for the transfer of ESP to front persons

The Investigative Committee (IC) of Russia proposes to introduce criminal liability for the transfer of electronic means of payment (ETP) to front persons. The corresponding statement was made by Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin on February 5 at an enlarged meeting of the agency's board.

"We believe that it is also advisable to establish criminal liability for the transfer of electronic means of payment to third (fake) persons," he said.

Bastrykin also proposed to give investigative agencies the ability to block transactions on accounts that could potentially be used for criminal purposes.

"The Investigative Committee proposes to supplement procedural legislation with a norm according to which <...> it is possible to suspend for a certain period of time (not more than 10 days) operations on such dubious accounts for the production of necessary investigative actions," he added.

Earlier in the day, the Central Bank of Russia warned of a new fraudulent scheme with the creation of a virtual image of a bank card. It specified that fraudsters inform a person that his money is allegedly trying to steal and persuade him to install a fake application of the regulator, with the help of which the card data are subsequently obtained.
