A pack of stray dogs attacked a woman near Novosibirsk and mauled her to death, the victim died on the spot from lacerations of the head and body. A criminal case has been opened over the incident, reports the investigative department of the Investigative Committee (IC) of Russia's Novosibirsk region on January 24.
The tragedy occurred the previous afternoon on Malygina Street in the Novosibirsk district. The regional prosecutor's office specified that the dogs attacked the woman near the Levoberezhny landfill.
The investigation of a criminal case under Article 293 of the Criminal Code of the Russian Federation ("Negligence") in connection with the improper performance of duties by officials of the administration of Verkh-Tulinsky village council of the Novosibirsk district was launched.
"It is to establish the persons of the municipality responsible for the organization of catching stray dogs. The investigation will assess the actions of persons responsible for catching stray animals, which due to improper performance of their professional duties allowed an increase in their number and attack on humans," - stated in the Telegram-channel of the regional department of the Investigative Committee of the Russian Federation.
At the end of December 2024, investigators completed the investigation of the criminal case against the head of the housing and utilities department of Khabarovsk Krai, accused of negligence leading to the death of a person. In January last year in Khabarovsk, at least six stray dogs attacked a man who later died from his injuries. The case against the official under part 2 of article 293 of the Criminal Code of the Russian Federation ("negligence, i.e. improper fulfillment by an official of his duties due to bad faith attitude to service, which resulted in the death of a person by negligence") was sent to court.
