The finalized draft law on fixing a single QR code from the National Payment Card System (NPCS) has been submitted to the Bank of Russia (CB) for consideration. This was reported in the Association of Banks on January 24.
Earlier the bill, which was to fix the QR code of the NSPC as the only possible on cash registers, was criticized by the State Duma Commission on Competition, there called to finalize the initiative.
"We want to separate: let there be a universal payment code (UPC) with its own technological solution on the basis of the NSPK (it should be an option available to everyone), and an alternative solution, which is now being developed by the Association of Banks. The ideal situation is as follows: there are two platforms, the client does not think how to pay, as all instruments are available to him, including the digital ruble," said the authors of the bill.
The developers of the initiative want to make mutual integration of platforms, to arrange a kind of "roaming", when there is a network that provides communication of one operator for a subscriber of another operator. That is, it is proposed to work on the interface of platforms to "seamlessly" transfer customers between several operators.
"In the case when we realize that to us "came" the application, which is not implemented at us, we "under the hood" among ourselves simply make a substitution of the link to the platform from the NSPK, give it to the application, and the payment is processed correctly. That is, if QR was not counted on our platform, we will offer an alternative. This is the most elementary improvement", - commented the developers of the initiative.
Thus it is proposed to provide the infrastructure with "roaming" at a certain tariff.
"Banks, through which QR will be read, for the fact that they "flip" the user to another platform, will receive a certain income. The user will be able to pay, will not be confused by QR codes and everything will work. This story has been worked out with NSPK and is waiting for the decision from the Central Bank", - the authors of the bill have concluded.
Back at the end of 2024 the head of the Committee on Financial Market Anatoly Aksakov together with a group of deputies and senators has submitted to the State Duma a bill on introduction of a single QR code in the Russian Federation, with its help Russians will be able to pay for purchases with a digital ruble, it should be created by the National Payment Card System (NPC). The project establishes the basic rules for the circulation of a new type of payment means in the country and also obliges large federal trade to start working with it.
