The State Duma's Financial Market Committee has recommended that government amendments to the law on compulsory motor TPL insurance be adopted in the second reading. The document suggests that participants in road accidents will be able to send an electronic notice of a minor accident to the Gosuslugi portal without calling the State Automobile Inspectorate using applications or insurance companies' websites, Kommersant reported on January 23.
The bill was passed in the first reading on December 20 last year. In the third reading, the document is scheduled to be considered in February. According to Anatoly Aksakov, head of the Duma Committee on Financial Market, the amendments will "speed up and optimize the process of settling" traffic accidents. In the Ministry of Finance earlier noted that the amendments will also reduce the number of cases of insurance fraud in the registration of accidents.
The Russian Union of Auto Insurers (RUA) earlier supported the bill. They noted that the direct indication in the law on compulsory motor TPL insurance on the possibility of electronic notification of the accident with the help of mobile applications insurers will significantly expand the range of car owners who will be able to use the service "Formalization of the europrotocol online".
Now the participants of a road accident can make a notice of the accident electronically through the unified portal of state services in the form established by the Bank of Russia. According to the europrotocol to formalize a minor accident involving two vehicles is possible in the absence of victims.
January 20, it was reported that the State Duma has prepared a bill, which proposes to increase the limit of insurance payments under CMTPL insurance from 500 thousand to 650 thousand rubles in terms of compensation for injury to life and health of victims and from 400 thousand to 520 thousand rubles in terms of compensation for damage to property. At the same time, the Russian Union of Motor Insurers (RUA) said that it would be possible to consider increasing the limits of CMTPL insurance payments when inflation stabilizes, but now it is inexpedient.
