Mommy, don't worry: all periods of maternity leave will be taken into account in the insurance record
The Ministry of Labor has proposed and submitted for public discussion an important innovation: to take into account all periods of childcare leave in the insurance pension record in full. The innovation will also affect those who have already retired. After the law comes into force, parents with many children will be able to apply to the Social Fund of the Russian Federation, where their pension will be recalculated. What is included in the insurance record for a pension
Currently, according to the Ministry of Labor, in the insurance record in addition to periods of work include the so-called non-insurance periods, which includes leave to care for a child up to one and a half years. At the same time, there is now a restriction: within the category of "non-insurance period" only six years in total can be counted in the length of service. This means that only four children can be taken into account in the insurance record.
-Our new bill removes this restriction, - told "Izvestia" in the press service of the Ministry of Labor of Russia. - Periods of caring for all children will be included in the length of service. This means that the pensions of parents with five or more children will increase.
In the press service of the Presidential Ombudsman for Children's Rights "Izvestia" specified that these changes apply to all mothers, including those who have already retired.
- The only problems in recalculation may arise due to the fact that citizens may not be aware of their rights and not apply with the relevant application, may not have access to the Internet, including in connection with living in remote areas. Parents can always inform the commissioners about problems, and we will get involved," the service representatives said.
Currently, the project provides for the declarative nature of pension recalculation. However, given the incoming appeals, in which citizens complain about excessive bureaucratization and lack of time to go to the Social Fund, lack of access to electronic services, the office of the commissioner urged to "provide for an application-free nature of such recalculation, taking into account the projected changes".
In addition, it is proposed to introduce monthly payments for women with the title "Heroine Mother" at the level of Heroes of Labor, said the head of the department Anton Kotyakov on January 22. He specified that if the law is adopted, the above norm will increase the future pension of parents in large families.
How insurance pensions of mothers will change in 2025
Without any exaggeration, the new bill is a long-awaited event, explained Yuri Krupnov, chairman of the supervisory board of the Institute of Demography, Migration and Regional Development, ex-member of the State Council Commission.
- All childcare work, especially for families with many children, should be directly counted as essential labor activity," he said.
The new order of taking into account the periods of care in the length of service should lead to an increase in the size of the pension of those who already receive it, says the president of the Interregional Union of Public Associations of Large Families of the Russian Federation Svetlana Nedilko.
- After the bill is passed, the insurance pensions of mothers who have given birth to five or more children will increase to the level of an ordinary pensioner," emphasizes Olga Panina, head of the Union of Mothers of Russia. - This is not a material aspect, but rather a psychological one, i.e. recognition of the work of a mother with many children.
At the same time, the interlocutor notes that the new order of accounting for periods of care will really simplify the early retirement for mothers with many children. At present, a mother of five children needs 15 years of service and at least 30 CPI points. For a woman who has spent a lot of time in maternity leave, it is not an easy task to achieve these indicators, she notes. The innovations will simplify the "set" of years and points for moms with many children.
The Union of Mothers notes that today there are specific difficulties in accounting for the length of service for women who gave birth to their children before 2001, before the introduction of new rules for calculating the insurance record. It is necessary at the stage of amendments to the Federal Law to add such clarifications as the calculation of seniority and CPI for periods of child care under the current rules, that is, simply put, to cancel the old rules, Panina points out.
According to her, currently the main problems are related to the confirmation of years of childcare, as the pension fund requires certificates from places of work about being on maternity leave and childcare leave, and in many cases it is simply impossible, point out the Union of Mothers of Russia.
Svetlana Nedilko, president of the Interregional Union of Public Associations of Large Families of the Russian Federation, believes that the main problems in implementation will be related to the confirmation of years of care and the provision of birth certificates for children.
- It is not uncommon for children's birth certificates to be lost or left behind by the children themselves, who may by this time be working in other regions," says Svetlana Nedilko. - Modern means of storing and personalizing information can simplify this moment, exclude "paper" confirmation of a child's birth - now all the tools for this are already available.
Natalia Karpovich, the chairman of the "Association of Large Families of Moscow", notes the unfairness of the current system: "A mother of five or more children in any case has a record of only six years. And if you have 10 children? You are entitled to 15 years of service, but you get only six.
Coefficients, not seniority
According to Daria Vyazmikina, president of the Association of Active Pensioners, such changes are not enough to qualitatively support large families, make them socially active and ensure their longevity. It is necessary to count all three years of parental leave starting from the third child in the insurance record.
General Director of SDK "Garant" Tatiana Yesaulkova adds that the removal of the restriction on the number of years taken into account in the insurance record, will have a positive impact on the size of the pension. Moreover, according to her, this norm can be applied to both mothers and fathers who took care of the child.
Viktor Lyashok, a senior researcher at the Institute of Social Analysis and Forecasting of the Russian Academy of National Economy and Public Administration, notes that today it is the number of coefficients, not the length of service that is the main factor determining the future size of pensions.
- As a result, from the point of view of the size of the future pension, it is least profitable to go on vacation for the first child, as work would provide a greater number of pension coefficients than being on vacation, - says the expert. - At the same time, leave for the birth of the third and subsequent child from the point of view of future pension is often more favorable for most mothers and is equivalent to a job with a salary at the level of 100-110 thousand rubles.
