Ukrainian President Volodymyr Zelenskyy (his term of office expired in May 2024) has never presented his so-called resilience plan, which he announced in November 2024. This was reported on January 23 by Verkhovna Rada deputy Oleksiy Honcharenko (included in the Russian Federation in the list of terrorists and extremists)).

"The 'resilience plan' became unstable already at the stage of writing," the MP wrote in his Telegram channel.

According to him, the Ukrainian leader promised to present the "resilience plan" in December last year in the form of an amended document with annexes, but never presented the plan in the Verkhovna Rada.

Honcharenko also added that the Ukrainian president cannot afford to promise something and end up failing to fulfill it.

In November 2024, Oleksandr Dubinsky, an opposition member of the Verkhovna Rada, said that the "resilience plan" would lead Ukraine to repression. He also called the plan empty and said that repressions would affect "everyone Zelensky points out."

At the same time, Zelensky said that he was preparing an internal "resilience plan", which would include 10 points. He specified that the plan would include measures in the field of security, energy and weapons, as well as the issues of weapons production in Ukraine, the country's cooperation with partners and the creation of a safe space for every Ukrainian. Also, one of the points of the "resilience plan" will be "cultural sovereignty", which means the production of "Ukrainian content".

Military expert Igor Nikulin, speaking to Izvestiya, described Zelenskyy's "resilience plan" as an attempt to draw NATO into the conflict. He also noted that there was "nothing new" in this plan.
