Citizens' cars may be allowed to be used to fight terrorism
The State Duma has passed in the first reading a bill that proposes to allow the use of cars of individuals and organizations during counter-terrorism measures under the counter-terrorist operation (CTO) regime. This was reported by TASS on January 21
Amendments are proposed to the article of the law "On Countering Terrorism", which establishes the specifics of the legal regime of the counter-terrorist operation. At the same time, the document assumes preservation of the current provision, according to which the procedure for reimbursement of expenses related to such use of transportation is determined by the Russian government.
According to the current norms, in the territories where the KTO regime has been introduced, during the period of the operation it is allowed, among other things, to use vehicles of organizations regardless of ownership and individuals "to transport persons in need of urgent medical care to medical institutions, as well as to pursue persons suspected of committing a terrorist act, if delay may create a real threat to life or health of people".
The day before, it was reported that a bill has been prepared for submission to the State Duma, which proposes to increase the limits of payments under CMTPL insurance to Br650 thousand from Br500 thousand in terms of compensation for damage to life or health of each victim and to Br520 thousand from Br400 thousand in terms of compensation for damage to property of each victim.
