Tenants will be able to submit their own meter readings to information systems
From January 9, 2025 in the Russian Federation, homeowners have the opportunity to delegate the transfer of readings from meters. Moreover, apartment tenants or relatives will now be able to independently pay such bills, as well as send applications to management companies, the Ministry of Construction told Izvestia on January 17.
A new feature - guest access - has been introduced in the Gosuservices Home app. Thanks to this function, the property owner will need the phone of a guest who has a linked account on "Gosuslugi" and installed the application "Gosuservices House". When the owner confirms the issuance of access, the other person will receive a notification. In the application, he will automatically have a new property labeled "Guest Access".
Thanks to this function, it is possible to transmit meter readings, pay for housing and communal services, write appeals to the managing or resource supplying organization, to the State Housing Inspectorate and the application support service, order meter verification and view reports on major repairs. At the same time, guests will not be able to vote in general meetings of owners, add to house chats, insure real estate. The owner at any time will be able to revoke guest access, and the guest - to refuse the provided functionality, noted in the Ministry of Construction.
"Now tenants of residential premises, as well as people, citizens temporarily residing with owners, will also be able to manage housing in the "Gosuservices House", without involving the owner in this process. With the advent of new functions, it has become easier to provide assistance with the payment of bills and the transfer of readings of in-house metering devices to representatives of the older generation", - told the publication the Deputy Head of the Ministry of Construction and Housing Konstantin Mikhaylik.
Last year, on December 30, the Ministry of Construction told about plans to attract foreign investment in the modernization of housing and communal services. This was mentioned in the plan of measures to increase labor productivity in the construction industry, which was familiarized with "Izvestia". It was reported that attracting investment for infrastructure projects will increase labor productivity through the introduction of advanced technologies used by international partners. Now this issue is at the stage of elaboration, it will last until the end of 2025.
