Russian Deputy Prime Minister Dmitry Patrushev said at a meeting dedicated to the subsoil fund management system that government policy should ensure effective management of the resource base.

It is specified that the heads of relevant agencies reported on key aspects of the industry management, including administration of licenses and stimulation of subsoil users' fulfillment of license obligations.

Patrushev noted that Russia's mineral resource base consists of about 240 types of minerals, the reserves of which are concentrated in more than 40 thousand deposits.

"Extraction of raw materials forms about 40% of the consolidated budget revenues. Given this scale, of course, the state policy should ensure effective management of the raw material base," the Deputy Prime Minister emphasized.

Recently, the law "On Subsoil" has been amended: introduction of a digital license, improvement of the monitoring system, increase in payments for exceeding the terms of geological exploration.

Thus, special attention at the meeting was paid to work with "dormant" licenses. As a result of the meeting, Deputy Prime Minister instructed to audit previously issued licenses and update the monitoring system to identify violations.

Earlier, on January 14, Patrushev at a meeting with the first vice-speaker of the Federation Council Andrei Yatskin and the head of the Federation Council Committee on Agrarian and Food Policy and Nature Management Alexander Dvoinikh discussed preparations for the Nevsky International Environmental Congress.
