- A bill to ban the sale of nicotine-containing products in pavilions has been introduced in the State Duma
The State Council of Udmurtia has submitted a bill to the State Duma proposing to ban retail sale of nicotine-containing products, hookahs and devices for consumption of nicotine-containing products in pavilions. The document was posted on January 15 in the electronic base of the lower house of the Russian parliament.
"The bill proposes to amend Part 1 of Article 19 of Federal Law No. 15-FZ by establishing a ban on the retail sale of nicotine-containing products, nicotine-containing liquids, nicotine-free liquids, hookahs and devices for the consumption of nicotine-containing products in pavilions, except in the absence of stationary trade facilities in settlements," the explanatory note says.
The authors of the initiative drew attention to the fact that pavilions are usually located in places with high passability. In their opinion, this leads to an increase in consumer interest in the products presented there and ultimately contributes to the spread of smoking among the population.
Earlier, on December 28, 2024, Russia introduced criminal liability for the repeated sale of tobacco, nicotine-containing products and alcohol to minors. The corresponding law was signed by Russian President Vladimir Putin. Liability applies to those persons who have already been brought to administrative punishment for this offense.
