- The Ministry of Economic Development has estimated the share of inactive self-employed people
About 30% of economically inactive self-employed have been registered in Russia. This was reported in an interview with "Izvestia" by Deputy Head of the Ministry of Economic Development Tatyana Ilyushnikova.
"Inactive we consider those self-employed who have not made a single transaction for the year. This indicator varies depending on the region and year - on average they are about 30%," she explained.
Ilyushnikova recalled that the purpose of the experiment to introduce a special tax regime for the self-employed (appeared in 2019 in some regions, and later expanded to the whole country) was to legalize the category of people who received income and were not ready to register as an IE. According to the representative of the agency, it was possible to do this.
"Self-employment is a legal "tax sandbox", where you can try yourself in entrepreneurship without consequences", - emphasized the deputy head of the department.
She drew attention to the fact that it is necessary to understand the structure of the self-employed. Among them there is a large proportion of people who receive passive income and have a main place of work. That is, these are not those self-employed who are entrepreneurs in pure form.
"The next big group is those who work through platforms - couriers, cab drivers. The third group is people who have formalized, but do not conduct any economic activity or it is not yet active," she said.
