The State Duma will finalize the project on allocation of payment for repairs into a separate payment

The State Duma Committee on Construction and Housing and Utilities will finalize the bill on the allocation of payment for current repairs as a separate type of payment in such a way that in utility bills may appear the amounts collected from residents for current repairs, arrears and the total cost of planned and completed work. This was announced by First Deputy Chairman of the Committee Vladimir Koshelev on January 7.

According to him, the bill is planned to be finalized for the second reading. The initiative should help to increase the transparency of spending of management companies (MC) and the quality of work provided.

Koshelev also noted that currently in payments for housing and communal services wording sounds like "maintenance and current repair costs". The deputy pointed out that in any place where there is a union "and", there is an opportunity for unscrupulous MCs.

"Timely carrying out of current repairs guarantees safe operation of the residential building, reduces wear and tear and destruction of structures and saves money for capital repairs. However, the money for current repairs is collected as part of the total funds for the maintenance of the house. And tenants do not understand what they are paying for and what the money is spent on," RIA Novosti quoted the parliamentarian as saying.

He said that the State Duma proposes to allocate a separate line in the payment document payment for current repairs and oblige the MC every quarter to report to the tenants on receipts and expenditures.
