Scammers using fake birth certificates received payments in 59 regions
The police have established two new cases of embezzlement using false birth certificates. Thus, fraudulently obtained public money in 59 regions of Russia. This was reported to "Izvestia" in the Ministry of Internal Affairs on January 6.
"According to the results of the conducted operative-search measures and investigative actions, 708 facts of registration of children, allegedly born outside medical institutions, were revealed in civil registry offices, for each of which 631 women received social benefits and (or) maternity (family) capital in 59 subjects of the Russian Federation. On these facts 229 criminal cases have been initiated in 52 regions, 217 persons have been brought to criminal responsibility," the Russian Interior Ministry said in a reply to Izvestia's inquiry.
In November 2024, the Central District Court of Khabarovsk passed a guilty verdict on 20 residents of Khabarovsk Krai, as well as their accomplice - pediatrician Maxim Davletbaev on numerous episodes of fraud. The damage from the actions of fraudsters amounted to more than 18 million rubles.
This time "fake" children were registered in Kamchatka by members of the Ogly family living in Khabarovsk Krai and their accomplices. The main suspects in these episodes are Sabina and Svetlana Ogly. The amount of damage caused to the treasury by each of them amounted to 2,269,522 rubles. Unlike the previous episodes, birth certificates were obtained without medical certificates of birth. Here the swindlers resorted to false witnesses who confirmed the fact of birth of children in the civil registry office.
The participants of the criminal group were sentenced from 3.5 months to 6 years of imprisonment, co-conspirators - from 2 to 4 years of imprisonment suspended with a probation period of three to four years, reported in the press service of the regional prosecutor's office.
In turn, civil lawyer Alla Georgieva told Izvestia that criminal law establishes liability for fraud in receiving payments from the state. In addition to criminal punishment, the violator will have to return the money received in full, she added.
