An expert spoke about the introduction of three ranges of electricity consumption
The increase in electricity tariffs, which is expected in many regions of the Russian Federation, will change the scheme for calculating consumption. Dmitry Osyanin, associate professor of the basic department of financial control, analysis and audit of the Main Control Department of the Moscow City Main Control Department of the Plekhanov Russian Economic University, told the Prime agency on January 6.
The expert pointed out that since January 1, three ranges of electricity consumption have been in effect in the regions of the Russian Federation. Thus, the first range is designated up to 3900 kWh per month, and its cost increased by 12% and amounted to 6 rubles/kWh. The second range includes consumption from 3900 to 6000 kWh, and its cost will be "not lower than the economically justified indicator". The third range is defined by consumption above 6000 kWh, and payment "will be made as for commercial consumers at a low voltage level."
As Osyanin noted, tariffs will increase once again from July 1 by an average of 12%, the cost will range from 3.71 to 10.23 rubles/kWh. He emphasized that differentiated tariffs will affect mainly those who consume electricity for commercial purposes or for cryptocurrency mining. At the same time, benefits for socially unprotected categories of the population will be preserved.
Earlier, on December 15, a public figure, expert on housing and communal services Dmitry Bondar warned of changes in the rules of registration of subsidies for payment of housing and communal services. Bondar recalled that since September 25, new rules came into force, complicating the procedure for obtaining subsidies for violators of obligations to pay for housing and communal services. Thus, social services will have to take into account when considering applications data from the state system of housing and communal services with the history of payments of citizens for the last three years.
On July 1, the first increase in utility tariffs in a year and a half will take place in the Russian Federation. The indexation of electricity tariffs will amount to 8.9% on average in the country. Russians will receive their first payment documents, calculated taking into account the indexation, in August. The amount in the receipt will depend on the region, time of day, the availability of gas or electric stoves, and the place of residence - city or rural area.
